Adeladan Assumes Duty as Permanent Secretary, Works

Following the recent deployment of some Federal Permanent Secretaries by the Office of the Head of the Civil Service of the Federation (OHCSF), as approved by the President, His Excellency Bola Ahmed Tinubu, GCFR, that of the Federal Ministry of Works, Mr. Rafiu Olarinre Adeladan has assumed duty. In a colourful handover ceremony attended by Management and Staff on Tuesday, 25 November 2025, the outgoing Permanent Secretary, Engr. Funsho Adebiyi, FNSE, appreciated the Minister, the Minister of State, and the entire staff for the harmonious working relations. He also commended the staff for their steadfastness and support, encouraging them to extend the same level of commitment and cooperation to his successor. This was contained in a statement signed by Mohammed A Ahmed, Director, Press and Public Relations.

Engr. Adebiyi, who was represented at the occasion by the Director, Human Resource Management, Mr. Aliyu Abdullahi, thanked Mr. President for allowing him to contribute to the development of Nigerian roads, adding that “about 90% of the movement of people, goods, and services is done by road, which puts a lot of pressure on it.”

In his remarks, the incoming Permanent Secretary, Mr. Adeladan expressed deep gratitude to President Tinubu, GCFR, for the confidence reposed in him and for another window to serve the nation. He emphasised that his leadership will be guided by unity, teamwork, transparency, and an open-door policy. He further urged Directors, staff, and stakeholders to work collectively in advancing the Ministry’s mandate, stressing that collaboration and commitment are essential to actualising the aspirations of the Renewed Hope Administration.

Mr. Adeladan promised to uphold and advance the policies and priorities of Mr. President, foster teamwork and collaboration across all departments and Agencies, drive the government’s Agenda on infrastructure development, as well as
support excellence and innovation in service delivery. He pledged to remain loyal to the President and the Honourable Ministers in a collective effort geared towards meeting national development goals.

Earlier in a Welcome Address, the Director, Press and Public Relations, Mr. Mohammed A. Ahmed warmly welcomed the incoming Permanent Secretary, stressing that the Ministry is blessed to have three (3) successive Permanent Secretaries, who had previously served the Ministry in different capacities. He described the redeployment as a homecoming, assuring the Permanent Secretary of the readiness of staff to support him. He also highlighted the significance of seamless leadership transitions in strengthening administrative efficiency and sustaining the reform initiatives of the Federal Government.

In his vote of thanks, the Director, Highways (Materials, Geotechnics, and Quality Control), Engr. Emenoge Rugba congratulated Mr. Adeladan on his redeployment to the Ministry and reaffirmed the commitment of all departments to work with him in the spirit of professionalism and partnership. He wished him a successful tenure in the Works Sector.

While, Engr. Adebiyi goes to the Federal Ministry of Transport, and Mr. Adeladan comes from that of Communications, Innovation, and Digital Economy.
