NASENI Management Signs PMS Bond for Effective Service Delivery

As the three-day retreat for management staff of the National Agency for Science and Engineering Infrastructure (NASENI) came to a close today, Wednesday 18th February, 2026, the heads of Directorates, Managing Directors and Overseeing Officers of Institutes and NASENI Solar Energy Ltd(NSEL) have signed a bond on the Performance Management System (PMS) with the Executive Vice Chairman/CEO, Mr Khalil Suleiman Halilu on behalf of the agency, aimed at improving accountability and set a clear goal for employees’ day to day tasks.

A Performance Management System (PMS) is a structured process that helps organizations set goals, measure progress, and evaluate outcomes. It is like a roadmap for achieving objectives, which includes improved accountability and enhanced productivity. Informed decision-making, better resource allocation, increased citizen satisfaction, and to align services with public needs..

With the signing of the contract on PMS by the concerned parties. there will be a systematic approach to achieving NASENI’s goals and effective service delivery that add value to operations of the Agency for a better output.

Performance management instrument is designed to set out clear performance expectations, targets, deliverables, and accountability standards applicable to the responsible party during the duration of this contract. It shall align the Directorate/Institutes functions with the Agency’s strategic goals, mandate, and approved work plans while promoting transparency, efficiency, and measurable outcomes.

In his closing remarks, the Executive Vice Chairman/CEO of NASENI, Mr. Khalil Suleiman Halilu commended the Secretary to the Agency, Dr. Mrs. Olayinka Adunni Komolafe Adunni and his team for organizing the retreat despite short notice and pushing boundaries to achieve the purpose. He urged the Heads of directorates, Institute MDs, and Overseeing Officers to own the bond they signed and ensure that it is fully implemented.

Giving an insight into the purpose of the Bond, the State Counsel of the Agency, Mrs. Lilian Utaka explained that the “Contract shall not be construed as a contract of employment, a variation of the officer’s statutory appointment, or a substitute for the enabling laws establishing the Agency. It may be reviewed periodically to reflect changes in policy direction, targets, institutional priorities, or operational realities. Any variation shall be in writing and approved by the Executive Vice Chairman.

“This contract shall serve as a basis for performance monitoring and end-of-year appraisal as well as renewal, recognition, commendation, or accountability measures according to extant regulations. Unsatisfactory or persistent underperformance may attract corrective measures, including but not limited to performance improvement plans, reassignment of responsibilities, or other administrative actions permitted under extant regulations. This obligation to meet performance expectations, targets, deliverables, and accountability standards shall survive the expiration or termination of this contract.
